Pre Shipment Inspection (PSI), CDG provides pre shipment inspection (PSI) services to governments as a way of protecting import revenues for themselves and their citizens. How It Works, A physical inspection of goods is carried out in the country of export pre shipping, establishing the exact nature of the goods. The invoice and other documents are then scrutinised and an accurate valuation, and customs tariff code, are assigned. These are used, in conjunction with, the client countries published duty rates, to calculate the correct duties and taxes payable. A CDG certificate is then issued to the importer. This is used to substantiate the payment of full duty, prior to clearing the goods. The actual duty collected is compared with the CDG certificates, and any shortages can be investigated and corrected. Benefits, CDG Pre Shipment Inspection (PSI)maximises duty collections. Compliance with the World Trade Organisation (WTO) Agreement on Customs Valuation is now mandatory for all members. Without CDG PSI, countries introducing the Agreement invariably experience a reduction in revenue collections. CDG ensures that the Agreement is fully implemented as required by the WTO, and in a way that maintains duty revenue collections. Trade facilitation, inefficient Customs administrations and the failure of importers to comply with import procedures can both delay trade. A CDG certificate ensures rapid Customs clearance, by undertaking the necessary physical and documentary inspections before the consignment is dispatched. CDG PSI deters capital flight in countries where exchange controls exist by preventing deliberately inflated invoicing. This can deplete foreign exchange reserves, which can also reduce the taxable income declared by multinational companies. CDG PSI significantly reduces the incidence of illegal imports, such as radioactive waste, by inspecting shipments in the country of export before dispatch. As a PSI programme takes effect, so a vast database of vital trade information is created, which can be supplied to the Client Government in a variety of formats, as an aid to economic decision making and to induce confidence in donors. METHODS OF QUALITYCONTROL AND PRE SHIPMENT INSPECTION, There are three methods of quality control and inspection. They are, 1. Consignment Wise inspection, 3 METHODS OF QUALITYCONTROL AND PRE SHIPMENT INSPECTION UNDER EXPORT Under this system, each consignment, in packed condition, is subjected to detailed inspection by the Export Inspection Agencies. They conduct the inspection on the basis of statistical sampling plan. If the goods conform to the stipulated quality, they issue the inspection certificate. The certificate also carries a validity period before which the export consignment must be shipped. In case of consignment wise inspection, actual export consignment, in packed condition, is taken for inspection.2. In process Quality Control, Certain commodities like paints and allied products, linoleum, ceramics, printing ink, sanitary wares etc. come under the purview of In process quality control. In case of continuous process industries, an option is given to them to become approved export worthy unit, as they possess the requisite infrastructure for manufacturing, processing products of standard quality. This status enables them to conduct inspection and give declaration and based on their declaration, they get inspectioncertificate.3. Self Certification, With the experience gained in operating the compulsory Quality Control and Pre Shipment Inspection Scheme in India, there has been a qualitative change in the inspection system also. Recently, a self certification system has been introduced. This is based on the concept that the manufacturing unit which has in built responsibility for quality control should have the freedom to certify its own product for export.
